Rappahannock Raiders Swim Club Emergency Action Plan

            The Rappahannock Raiders’ primary concern is the safety of our members. This plan is designed to protect our members to the fullest extent.

 

Severe Weather Emergency

Lightning/Tornado

1.    Alert lifeguard.

2.    The Coach will clear the team from the pool, and assist the YMCA lifeguards as necessary. 

3.    In the case of lightning/thunder:

-         The Coach will direct the swimmers away from the pool deck.

o      The Coach will decide on the feasibility of continuing practice.

o      If practices are cancelled, swimmers 15 & under shall remain under the supervision of the Coach until released to their legal guardian.

4.    In case of tornadoes:

-         The Coach will direct the swimmers to take immediate shelter in a locker room .  The entire team will remain together for accountability regardless of gender; all swimmers will either be in the men’s or lady’s locker room and not split between the two. 

-         The safest locations are under the changing room counter (Figure 1), in the hallway between the changing room and sink area (Figure 2), and lastly the changing room wall away from the pool.

-         The team will immediately take shelter by sitting down with their backs against the wall, head between their knees, and their arms covering their heads.

-         Team members will not be released until the situation has cleared. Swimmers 15 & under will remain under the supervision of the Coach until released to their legal guardian.

Fire Emergency

1.    Alert Lifeguard / Activate Fire Alarm

-         Fire alarm actuators are located at each end of the pool near the exit doors (Figure 3 and Figure 4).

2.    The Coach will clear the team from the pool, and assist the YMCA lifeguards as necessary. 

3.    Evacuate the building:

-         Stay low to avoid breathing smoke during the evacuation.

-         Get away from the building immediately, but be careful when crossing the parking lot.

o       If possible post an adult in dangerous areas to direct swimmers away from the building and to the muster area.

-         ALL SWIMMERS must muster with the Coach at the designated muster area; the backside of the parking lot on

the pool side of the YMCA; the diagram is in the Contact section.

-         Swimmers 15 & under will remain under the supervision of the Coach until released to their legal guardian.

 

Bomb Threat

1.    If you find a bomb or anything that you think could be a bomb, DO NOT TOUCH the object or let anyone else disturb the object.

-         Alert the lifeguard who will contact the Sheriff and inform the YMCA staff.

-         The Coach will assist the lifeguards as necessary.

2.    Evacuate the building if advised to do so by the Sheriff.

3.    If advised by the Sheriff to evacuate:

-         Get away from the building immediately, but be careful when crossing the parking lot.

-          If possible post an adult in dangerous areas to direct swimmers away from the building and to the muster area.

-         ALL SWIMMERS must muster with the Coach at the designated muster area; the backside of the parking lot on the pool side of the YMCA.

-         The Coach may relocate the Team to a safer area once the  muster is completed

-         Do not leave the vicinity unless released by authorities.

4.    Swimmers 15 & under will remain under the supervision of the Coach until released to their legal guardian.

 

Power Failure

1.    If power is lost to the facility the lifeguard will direct swimmers out of the water.  

2.    The Coach will;

-         Ensure the swimmers safely evacuate the water.

-         Check the water carefully to make sure all swimmers have evacuated.

-          Have everyone sit against the wall. Do Not send any one into the dark locker rooms

3.    Evacuation of the building may be in order for prolonged power outage.

4.    Swimmers 15 & under will remain under the supervision of the Coach until released to their legal guardian.

 

Chemical or Toxic Emergency

1.    Evacuate everyone from the area as quickly as possible

2.    Alert Head Guard/Executive Director

3.    Call 911 if immediate danger is suspected and give details of the emergency and what you have done so far.


 

Shelter-In-Place

Shelter-in-Place is defined as moving people into the building and isolating the building environment from the outside. Sheltering in place is conducted in response to hazardous materials incidents. Chemical, biological, or radiological contaminants may be released accidentally or intentionally into the environment. Should this occur, information will be provided by the local authorities on television and radio stations on how to protect participants using the facilities.

1.    Bring everyone into the interior room(s). Shut and lock doors, windows, or any other openings to the outside.

2.    Unless there is an imminent threat have everyone call their emergency contacts to let them know that where they are and that they are safe.

3.    If there is a threat of explosives close window blinds, shades, or curtains.

4.    Call 911 or other listed emergency numbers in case of a life-threatening condition.

5.    Use duct tape and plastic sheeting (heavier than food wrap) to seal all cracks around the door(s) and any vents into the room.

6.    Keep listening to the radio or television until you are told all is safe or you are told to evacuate.


 

Missing Persons

Off-Site

1.    Never leave any program participant unattended.

2.    Always have a roster of participants

3.    Determine by a quick search/head count that the person is actually missing.

4.    When reasonably certain that the person is missing, arrange for a search to continue while taking the following steps.

a.     Notify your supervisor or a person of authority

b.     Notify parents/legal guarding or emergency contact.

c.     Notify the Sheriff or other appropriate contact

d.     Have all details and be prepared to give the authorities as much information as possible

On-Site

1.    Alert front desk, describing the person

2.    All available staff should immediately secure all doors and will assist in the search if they are not needed to guard the doors. A staff member will be sent outside to search outside around the building and parking lot.

3.    Everyone should remain in their position until you are given the all clear, the child is found, or authorities relieve you.

4.    The pool should be cleared if the missing person is believed to be in that area.

5.    Call 911 if missing person is not located by staff, and stay on scene until released by authorities.

 

Aquatic Emergencies

1.    In the event of a serious swimming pool emergency, the pool will be cleared at once.

2.    If immediate medical attention is required guards will call the front desk from the pool phone. Call 911.

3.    A lifeguard or person certified should render first aid immediately. If CPR is required, begin immediately and continue until the paramedics arrive and take over. Keep the person warm and comfortable. DO NOT attempt to move person unless they are in immediate danger. (Always use a breathing device and gloves).

4.    If the injured person is a minor, have some one contact their parents/legal guardian.

5.    See that a family member or friend escorts the injured/ill person safely home when he/she can be moved after first aid.
